If the bride lives in NJ, the couple applies in her town, if the bride doesn't live in New Jersey but the groom does, it's his town, if neither do, they apply in the town where the marriage is taking place. Both the groom and bride must appear in person, (not necessarily at the same time) and each must be accompanied by the same witness.

Finding an officiant was one of the most important aspects of our wedding day. Rev Jimmy was so great to meet with. He listened to what was important to us as a couple. He provided us with ceremony readings that he personally wrote. He is very accommodating to any suggestions and provides excellent feedback. He was on time (very important) and performed a great ceremony.
He has YouTube links of ceremonies he has performed. Well dressed, very professional and provided us with a lovely ceremony. I would definitely recommend him for future couples.
